New London‑Spicer is asking voters to consider an operating levy this November that would not increase current tax rates for residents, while generating approximately $1,000,000 in annual operating revenue beginning in 2027. This additional revenue comes from state aid, made possible by a new Minnesota law that expands the tax base for local operating referendums.

This levy is not about adding new programs or expanding facilities. It is about maintaining what New London-Spicer already does well — classroom instruction, staffing, academic programs, student activities, and school security. After years of rising costs, enrollment shifts, and nearly $750,000 in budget reductions, the district needs stable, predictable revenue to protect the programs families rely on every day.

Based on current tax calculations, permanent property owners would pay no additional dollars for the referendum because of the expanded tax base created by the new law. Seasonal and recreational properties — about 25% of the New London-Spicer tax base — can now contribute to local operating levies for the first time. Their tax formula does not change, instead, beginning in 2027, a portion of their existing tax dollars will be redirected back to eligible school districts with voter‑approved operating referendums.

This correction to a long‑standing funding imbalance provides meaningful property tax relief for year‑round homeowners and businesses, while strengthening educational opportunities for students. It helps New London-Spicer reduce the need for future budget cuts and maintain the high‑quality programs that make a strong district and vibrant community.
